Canal, well and tank figures are shares of the irrigated farmland beside them, not of households and not of drinking water. They come from Census 2011 (Census 2011 release; village reference year 2009) and cover only the 385 Panchayats with a Census land record, so a block with few such records shows a share of a small area. Tap and testing figures are JJM and current at the read date. The talukcategory is the one most of the block’s Panchayats inherit by projection, since blocks and revenue taluks do not nest. Untested counts Panchayats whose most recent water-quality sample is more than 90 days before 2026-09-06; ninety days is the Atlas’s own threshold for calling a series stale, not a statutory testing interval.
Floods and scarcity
Two readings the directory families cannot carry: what the state's own disaster plan says about flood exposure here, and - where the state publishes one - the week's tanker register. Both are the state's documents, quoted and dated, not the Atlas's assessment.
Tiruvallur is one of the fourteen coastal districts the state disaster plan rates highly vulnerable to floods and cyclones.
“The 14 coastal Districts, viz., Chennai, Kancheepuram, Tiruvallur, Cuddalore, Villupuram, Thanjavur, Tiruvarur, Nagapattinam, Myladuthirai, Pudukottai, Ramanathapuram, Thoothukudi, Tirunelveli and Kanniyakumari are highly vulnerable and affected frequently by the trough and depression formed in the Bay of Bengal and Indian Ocean during South-West and North-East monsoon periods.”

District Environment Plan
District Collector, Tiruvallur (the sole signatory, on page 29), for the District Committee; members include the District Environmental Engineer, Tamilnadu Pollution Control Board, Tiruvallur and Gummidipoondi; hosted on the Tiruvallur district website prepared the plan on the CPCB model under the NGT's 2019 order. What it states about water is transcribed below, each figure with the page it sits on; nothing here is computed from it.
Dated 2019-11-25, 29 pages. Read the plan at MPCB (PDF). The plan prints no date of its own and the PDF carries no metadata at all (pdfinfo shows no Title, Creator, Producer, CreationDate or ModDate). The latest event its text cites is the NGT order of 17.09.2019 in O.A. 829/2019 (page 28). The scanned signature page (29) carries the District Collector's signature with a pink-ink mark beside it reading like '6/5', and a separate blue-ink initial hand-dated 25/11/19; the listing page on tiruvallur.nic.in shows Publish Date 05/12/2019 and the file sits under a December 2019 upload path (uploads/2019/12/2019120533.pdf). The CDN's HTTP Last-Modified (29 Feb 2020) is the hosting migration, not the document. The hand-dated initial is taken as the document date and the edition is labelled 2019; site search and the Documents listing on 2026-09-06 show no other edition.

The cover prints 'TIRUVALLUR DISTRICT' above 'District Environmental Plan' with the Tamil Nadu emblem and a photograph of the collectorate building but no office name in its text; the comma in the title here is added, and the publisher is taken from the District Committee list on page 4 and the 'District Collector Tiruvallur' signature block on page 29. Every page carries a footer number equal to its PDF page number (the cover is page 1), and the index page numbers match, so printedPage equals pdfPage throughout. The PDF has no document metadata of any kind: pdfinfo prints no Title, Author, Creator, Producer, CreationDate or ModDate. Page 29 is a scanned image with no text layer (pdftotext returns nothing for it); it carries the last two rows of the coastal-pollution table (industrial units along the coast to treat sewage and trade effluent; no dumping of solid waste into the coastal and marine area) and the signature block, so its action points cannot be quoted from the text. The plan is hosted as a post under 'Uncategorized' at /district-environmental-plan/ (breadcrumb Home > Uncategorized > District Environmental Plan) with 'Publish Date : 05/12/2019'; the site's Documents listing does not carry it. Section 12, Prevention of Coastal and Marine Pollution, is the one section beyond the eleven CPCB subjects; it cites the NGT order dated 17.09.2019 in O.A. No. 829/2019, spells the district 'Thiruvallur', prints 'Hob'ble NGT' and 'Treated effluent shall copy with the Standards', and names Pulicat lake, thermal power plants, the port and petroleum terminals as the monitored CRZ installations. No district sewage-generation figure, district STP or STP capacity is printed; the treated-sewage section gives only the Tamil Nadu totals (5600 MLD generated, 54 STPs of 1400 MLD). The industrial-pollution action table on page 16 lists 'No of ETPs required', 'No of ETPs provided', 'No of STPs required for the local bodies' and 'No of STPs provided in the local bodies' as items but prints no numbers against them. The water-bodies table on page 20 is statewide only (90,048 available, 5607 rejuvenated, 1806 under rejuvenation); the district's own count is not printed. The RDD row prints a dash in the under-rejuvenation column and the HR&CE row alone uses a thousands comma (2,359). The water-bodies preamble misquotes the NGT threshold as 'water bodies having area less than 0.5 acre or more as recorded in the revenue record'. The Kosasthalaiyar is spelled 'Kosathalaiyar' on page 14 and 'Kosasthalaiyar' on pages 21 and 26; 'Red hills' (the Puzhal reservoir) appears without 'reservoir' in the main-water-bodies list. The district is described as 1 Corporation, 4 Municipalities, 10 Town Panchayats and 14 Panchayat Unions (page 5), with 526 village panchayats (page 11); the solid-waste authorisation row fills '11' for both eligible ULBs and ULBs holding authorisation but leaves its 'as on' dates blank, and the plastic-waste registration row leaves both counts and dates blank. The action tables carry no priority column, so every action point's priority is null. Bulleted lines on page 14 carry a private-use bullet glyph (U+F0D8) in the text extraction; quotes start after it. Curly apostrophes come through the text layer as a low double quote ('Hon‟ble', 'doesn‟t'); quotes here are taken from that text as is.

The land, irrigation and seasonal-source figures are the oldest thing here by a wide margin. India’s 2021 census did not take place, so Census 2011 remains the most recent village-level enumeration and there is no newer source of the same granularity to replace it with. Those figures are kept under capabilities named historical, and the current-crop capability is left empty rather than answered with a 2009 number.
